Quake4 CTF - Sad State of Affairs

I’m trying to figure out the reasons for the pathetic state the q4CTF community. Does the crux of the blame lay with Raven for, in no particular order…

Releasing a game that was hardware intensive to a point it was unplayable for many(even though only a couple minor tweaks could have allowed for acceptable performance on the vast majority of PCs)?
Releasing a game with a pathetic built-in server browser that made it very difficult to find servers to play on?
